  1. In order to tell if two ratios form a proportion, you must first find out if the ratios are equal. If the ratios are equal they form a proportion. One way to tell if two ratios form a proportion is to calculate and compare the unit rates. If the unit rates are the same, the ratios form a proportion. Another way to tell is to multiply the numerators by the opposite denominators. If the products are equal, the ratios form a proportion.
